Tenant Improvement Permits

Tenant Improvement Permitting Services

Express Permits can handle all permitting services required and related to Tenant Improvement (TI) Permits.

Obtaining a TI permit is essential for legal occupancy and liability protection during a commercial tenant fitout. Failing to acquire one can lead to fines, delays or even denial of business operations.

What is an TI Permit?

A Tenant Improvement Permit (TI Permit) is a type of building permit required for modifying or renovating the interior space of a commercial or industrial property to meet the specific needs of a new or existing tenant. These improvements typically are within a leased space in buildings such as office complexes, retail stores, restaurants or warehouses.

A Tenant Improvement Permit may cover any combination of the following:

  • Non-structural changes (new walls, ceilings, flooring)
  • Mechanical system changes (HVAC modifications)
  • Electrical system upgrades (lighting, outlets, IT wiring)
  • Plumbing modifications (restrooms, kitchenettes)
  • Fire safety upgrades (sprinklers, alarms)
  • ADA compliance upgrades ( door widths, accessible restrooms)

Permit requirements vary by jurisdiction but commonly include drawings, floor plans, architectural plans if structural changes are involved, scope of work, contractor information and compliance forms.

Some jurisdictions require a plan review, and a zoning check may be necessary. Separate permits for electrical, plumbing or mechanical work also may apply.

What Kinds of Tenant Improvements Require a Permit?

A property owner typically needs a TI Permit when building out a new commercial space for a tenant or making changings to an existing tenant space, whether renovation or reconfiguration.

It also may be required for changes in mechanical, electrical or plumbing services; changing occupancy use; or installing new signage or entrances.

You likely need a TI Permit if you are:

  • A new tenant moving into a commercial space. Even small, cosmetic changes can trigger a permit requirement if they affect building systems or code compliance.
  • An existing tenant renovating or expanding.
  • A building owner making the space market-ready.
  • Changing occupancy type.
  • Installing commercial kitchen equipment.
  • Altering ADA access, fire exits or egress pathways.
  • Adding or moving plumbing fixtures, walls or load-bearing components.

You may not need a TI Permit if:

  • The work is strictly cosmetic. For example, painting or replacing carpet.
  • Local code specifically exempts your scope of work.

Every city or county has different thresholds for what work requires a permit. Always check with the local building department or permitting office.
